He is as apathetic because he does not have any emotion at all. Usually he is uninterested about pretty much anything, he always seem like he is from another world and doesn't care about anything around him most of the times. He is not very sociable as he is a huge introvert, and does not have any desire to make friends or enemies with anyone. Julian is always off to his own world and pondering about something.
 
Since he was born, Julian has always been emotionless. He was the subject of Talon's abusive actions just like the other cloned munchkin, but it is unknown whether that the abuse is the reason for his reserved and apathetic personality. He often avoids everyone to be alone, so during his childhood he did not have many acquaintances. When he turned 10, he got caught by a trainer even though he had tried to escape. Unfortunately for him, the trainer was very cruel. When he failed to get Julian to listen to his command, he chained the Pichu up and pierce the chain directly on his left ear. Julian went into archaic rage as a result and evolved into Pikachu, breaking free of his chain and killed the trainer, though the remainder of the chain is still embed on his left ear. After that, he successfully found his way home again and became even more introverted and resentful.
